The passage ten years ago of the Intermodal Surface Transportation Efficiency Act (ISTEA) was a watershed for transportation planning in the U.S. This federal bill ended the focus on building interstate highways and, for the first time, made it possible for communities to use federal funds for a broader range of transportation investments. However, while this legislation has made billions of dollars available for transportation alternatives such as transit, sidewalks, and bike lanes, much of this money has gone unspent as state Departments of Transportation continue to concentrate on building more roads.
The Surface Transportation Policy Project (STPP) is the main national advocate for transportation policy reform. STPP’s reports linking U.S. transportation policy with a broad range of environmental, public health, social, and economic concerns have had a measurable influence on public discourse and policy around transportation. STPP also provides technical assistance to local advocates for more publicly accountable and flexible transportation policies. Public transit in the past decade has risen sharply, and the problems of sprawl and auto-dependence have become increasingly visible issues, thanks in large part to the work of STPP and the advocacy network it has helped to build.
